If your plot is in New Town, your building plan is sanctioned by the New Town Kolkata Development Authority (NKDA), not the Kolkata Municipal Corporation. The process is online, but most delays have nothing to do with the portal. They come from documents and drawings that don’t agree with each other. This guide walks through the process and what to get right before you apply.

Fees, ground coverage, FAR, setbacks and processing times depend on your plot category, size and road width. Always confirm current figures with NKDA before you apply.

Step by Step

  1. Enrolment. The owner (applicant) enrols on NKDA’s online building plan approval system and obtains a digital signature certificate (DSC).
  2. Appoint technical persons. From the applicant login, select your NKDA-enrolled architect and other technical persons, such as the structural engineer.
  3. Colour-coded drawings. The architect applies NKDA’s prescribed colour coding to the architectural drawings.
  4. Submission. Through their login, the technical persons enter plan details, run the colour-coded drawing through the scrutiny software, and upload digitally signed drawings with the required documents.
  5. Scrutiny and queries. NKDA reviews the application and raises queries if anything is missing or inconsistent.
  6. Fee payment and permit. After approval and payment verification, NKDA issues a digitally signed building permit (sanction) to the applicant.
  7. Hard copy. The sanctioned plan can be collected from the NKDA office after issue.

Documents to Keep Ready

Title and ownership

  • Allotment, lease or transfer documents for the plot
  • Current tax and assessment records
  • A recent measured site survey with boundary dimensions
  • Owner identity documents, and a correctly executed power of attorney if someone is acting for the owner or for joint owners

Drawings

  • Site plan showing setbacks and the abutting road
  • Floor plans for every level, elevations and sections (including the staircase), terrace and roof plan
  • Structural drawings with foundation details, signed by the structural engineer, and the soil investigation report where required
  • Water supply, drainage and sanitation layouts
  • An area and FAR calculation sheet that matches every drawing

Why Applications Get Stuck

What owners expect to be the problemWhat usually is the problem
The design is too ambitiousThe plot area on the deed doesn’t match the measured survey
The authority objects to the elevationA balcony or projection was left out of the coverage calculation
The structure is questionedStructural and architectural drawings disagree on a wall or column line
Fees hold it upA joint owner or power of attorney wasn’t correctly represented
The rules are impossibleThe rules were read from an outdated source instead of confirmed for the plot category

After Sanction: Build What Was Sanctioned

The sanction is only half the job. At completion you will apply for a completion and occupancy certificate, and that goes smoothly only if what was built matches the sanctioned drawings. Deviations such as an extra projection, a shifted staircase or a changed column grid are much cheaper to prevent on site than to regularise later.

This is where independent site supervision pays for itself. On every site we manage, work is checked against the sanctioned and structural drawings before each stage is closed. See how site supervision and QA/QC work.

Common Questions

How do I apply for building plan sanction in New Town?

Applications for plots under NKDA are filed online through NKDA's online building plan approval system. The owner enrols with a digital signature certificate, appoints an NKDA-enrolled architect or technical person, and that person submits colour-coded drawings and documents. After scrutiny and fee payment, a digitally signed building permit is issued.

Who prepares the drawings for NKDA sanction?

The drawings must be prepared, signed and submitted by technical persons enrolled with NKDA, typically an architect and a structural engineer. The owner cannot submit drawings directly.

How long does NKDA sanction take?

It depends mainly on how many query rounds your application goes through. Consistent drawings and clean title documents are the biggest factors you control. Confirm current timelines and fees with NKDA's Building Plan & Occupancy section.
